The Gale-Fanes are storm-glass shrines studding the outer buttresses of Zhirveth's Roost in Velkar Spires. Their bells are tuned to toll only at Cyressel's second nightly arc, when rogue squalls rise off the Bangrave Sea.
Each toll is treated as a vow between storm-pilots and the peaks: no captain launches without heeding the fanes' warnings. Some sky-clans keep personal bells within the shrines, each linked to an ancestral oath of safe passage.
